Hugging this character: Are you insane? Do you know who she is? And you still want to hug her? Yes. If you are part of her close CR, she doesn't mind the hug. She won't openly appreciate the hug or return it though. But she won't kill you for a hug, specially if you're close enough to her like Ty Lee.
Kissing this character: Maybe? Refer to hugging question. But on a serious note, you'd have to be extremely close to Azula, she has a thing for you, or she will gain something from receiving a kiss from your character.
Flirting with this character: Good luck! She will know you'll be flirting though, and quickly ask, 'why?'.
Fighting with this character: YES! She loves fights.
Injuring this character: Azula is a very skilled fighter and very quick. If you plan on injuring her, please PM me first so we can discuss it.

Using telepathy/mind reading abilities on this character: No. She's a very messed up person inside and I'd much rather not have anybody know about it aside from her brother. Though her canon is the black-sun, so there are no evident cracks in her psyche as of yet.
